Alexandria, Virginia—The Human Resources Research Organization (HumRRO), an industry leader offering a science-based approach to talent management, educational measurement, assessment, credentialing, and program evaluation, is pleased to announce the appointment of Tracey Hembry, Ph.D., as Business Development Director, Education. In this role, Hembry will lead HumRRO’s education-focused business development efforts—strengthening partnerships and identifying, shaping, and pursuing opportunities that advance the quality, fairness, and impact of educational measurement programs.

Hembry brings a unique combination of deep psychometric expertise and proven business development leadership across K-12 assessment, professional credentialing, and certification. Her background includes extensive operational experience with large-scale assessment programs, expertise in standard setting, and a track record of helping stakeholders from early design decisions through implementation, reporting, and continuous improvement. Most recently, she served as Director, Senior Measurement Advisors at Pearson, and she previously held multiple leadership roles at Alpine Testing Solutions, Inc., including Vice President of Business Development, Product Manager for Assessment Services, and Director of Education.

In addition, Hembry is a respected contributor to the education measurement field. She has served as a Technical Advisory Committee member for the Tennessee Department of Education and Edmentum, and she has more than a decade of experience as a peer reviewer for the U.S. Department of Education, evaluating statewide student assessment programs for compliance with federal requirements.

As Business Development Director, Education, Hembry will work closely with HumRRO’s technical educational measurement and evaluation experts to align client needs with evidence-based solutions—supporting states, districts, and partner organizations as they navigate changing policy landscapes, constrained budgets, and emerging technologies.

“I love taking foundational psychometrics and developing operational plans and solutions specific to each organization and their stakeholders,” Hembry added. “The fun is in the applied work where we outline the operational details that align with the needs of each program. Hembry earned her Ph.D. and M.A. in Educational Measurement and Statistics from the University of Iowa and a B.S. in Psychology from James Madison University. She assumes the position of Business Development Director, Education, effective immediately.
