Suzanne Tsacoumis - President

Suzanne Tsacoumis, Ph.D.

President and CEO

In addition to her responsibilities associated with providing strategic leadership for the organization, Dr. Suzanne Tsacoumis has built her professional career conducting, managing, and consulting on projects associated with the research, development, and implementation of personnel assessment and human capital systems, often in litigious environments. She spearheaded innovative work in the development of rich-media simulations for use in both promotion and self-assessment processes. She still enjoys providing expert consultation services for litigiously driven initiatives as well as on policy and implementation issues for operational programs. Suzanne has held several leadership roles within the Society for Industrial and Organizational Psychology (SIOP) and she is a fellow of both SIOP and the American Psychological Association (APA).

Kirk Abriola

Chief Financial Officer

Mr. Abriola is HumRRO’s Chief Financial Officer and Director of the Business Affairs Division. He has more than 30 years of experience in government contracting, finance and non-profit organization. He has previously served in a wide variety of roles. Several highlighted roles include serving as a CFO for a multi-entity Alaskan Native Corporation where he was responsible for the finance and contracts shared services. Kirk was a Senior Government Contracting Consultant with Cherry Bekart LLP, where he focused his practice on delivering advisory services to clients in support of the complexities that come with federal contracting.  Prior to that he served in a senior financial management role with Population Services International, a nonprofit social marketing organization operating in more than 50 countries.   Kirk also previously worked with Deltek as a Software Designer specializing in the government contracting industry. He received a Bachelor of Science in Finance from the Pennsylvania State University and is a CPA in the District of Columbia.

David Dorsey - Vice President, Business Development

Dr. David Dorsey currently serves as a Vice President and the Director of the Business Development Division at HumRRO. He was previously a senior executive in the U.S. government, serving in the areas of defense and intelligence. Prior to working in government, Dr. Dorsey was a Vice President at Personnel Decisions Research Institutes (PDRI). Dr. Dorsey has conducted innovative research and development in the areas of understanding adaptive performance, building assessments for mission critical skills (e.g., cyber, language, data science), innovating performance management, using modeling and simulation technologies for learning, understanding career paths, and building corporate level data science platforms and communities. Dr. Dorsey has produced over 70 book chapters, articles, and presentations. He is the recipient of two major research awards and an award for being a top leader in government. In 2017, Dr. Dorsey was elected a Fellow by the Society for Industrial and Organizational Psychology (Division 14 of the American Psychological Association). He also completed the Georgetown leadership coaching program. Dr. Dorsey recently served as a committee member for the National Academies of Sciences, Engineering, and Medicine, working on an effort related to Foreign Language Assessment for the U.S. State Department’s Foreign Service Institute.

Gary Carter - Vice President, Operations

Gary Carter, Ph.D., is a Vice President and Division Director at HumRRO. He has significant executive and managerial experience as well as deep expertise designing and successfully implementing results-oriented talent management solutions for federal government and commercial clients. Prior to joining HumRRO, Dr. Carter worked for many years at PDRI, where he held a number of executive and managerial roles including Vice President and Chief Professional Services Officer. Early in his career, he managed and directed O*NET-related assessment projects for the U.S. Department of Labor’s Assessment Research and Development Program. Dr. Carter is well known for his work in career management. He is the lead author of Career Paths: Charting Courses to Success for Organizations and Their Employees (Wiley-Blackwell, 2009) and co-editor of Career Pathways: From School to Retirement (Oxford University Press, 2020). Dr. Carter is a Fellow of the Society for Industrial and Organizational Psychology (SIOP) and currently serves on the SIOP Executive Board and the American Psychological Association Council of Representatives. He earned a Ph.D. in Industrial and Organizational Psychology from the University of Minnesota.

Tim McGonigle - Vice President, Operations

Tim McGonigle, Ph.D.

Before becoming a member of the leadership team in July 2019, Dr. Timothy McGonigle served as the manager of HumRRO’s Strategic Human Capital Program. After graduating from the Industrial-Organizational Psychology program at Virginia Tech, Tim began his career as a Research Scientist at the American Institutes for Research. Next, he helped develop and lead a team of I-O psychologists performing job analysis, assessment development and validation, and program evaluation projects at Caliber Associates/ICF International. Most recently, he established and managed an interdisciplinary team of social and behavioral scientists, analysts, and functional experts at SRA International. His technical proficiency spans a broad range of topics, including job analysis/competency modeling, workforce planning, assessment development and validation, program evaluation, career development/exploration, and evidence-based policy. Tim’s work has been published in Applied HRM Research, Military Psychology, Human Resource Management Review, and the forthcoming edited volumes Career Pathways: School to Retirement and the Casebook of Needs Assessments.

Harold Doran, Vice President

Vice President

Dr. Harold Doran is a Vice President and Operations Director at HumRRO. Originally an elementary classroom teacher and school principal, Dr. Doran is a nationally recognized expert in large-scale assessment, psychometrics, and educational research. He is primarily motivated to support students and educators at all levels by ensuring that assessments, educational policy and practice are built on foundations of technically accurate research and development activities. After a decade working directly in schools, Dr. Doran was Director of Research and Evaluation at New American Schools and Managing Director at Cambium Assessment (formerly AIR Assessment) where he provided strategic and technical leadership for nearly two decades. His specific expertise includes computational statistics, psychometrics, variance estimation, adaptive testing, mixed linear models, value-added modeling, test scoring methods, test equating, experimental design, and full stack application development with an emphasis on building web-based software for education research. Dr. Doran earned his doctorate in Educational Leadership and Educational Psychology and has authored more than 50 book chapters, policy papers, and technical reports.

Joe Greer, Chief Technology Officer

Mr. Greer serves as HumRRO’s Chief Technology Officer (CTO) and is responsible for all company technology associated with both internal and client-facing systems. Immediately prior to joining HumRRO, he was a member of the National Security Agency’s Senior Executive Service, serving for over a decade as a Senior Technical Leader. In addition, Mr. Greer has many years of private industry senior technical and leadership experience, delivering both scientific and business IT solutions for the commercial, federal civil, and Department of Defense sectors. He has worked with global companies designing, building, and deploying a range of IT solutions from anti-sway controls for container ship loading cranes to enterprise class business systems. Mr. Greer’s expertise includes cloud and high-performance computing, big data analytics and decision-making, workflow automation, business intelligence, and master data management as well as the design, operations, and optimization of highly accessible and performant IT systems. His educational background includes degrees in mathematics and chemistry, as well as numerous technical certifications.
