This month, the Human Resources Research Organization (HumRRO) proudly marks our 75th anniversary, celebrating a legacy of research, innovation, and service spanning seven-and-a-half decades. From our beginnings supporting the U.S. Army to our growth into becoming a leading nonprofit applied research and consulting firm, HumRRO has continuously evolved to meet emerging workforce and education challenges. Across every chapter of our history, one principle has endured: applying rigorous science to better understand human capabilities and help people and organizations thrive.
Scientific Research with Practical Impact
HumRRO’s story began in 1951 under a Department of the Army contract to conduct behavioral science research focused on training, motivation, morale, and human performance. During the early years, researchers worked alongside soldiers at major Army installations, studying everything from combat readiness and leadership to training effectiveness and human performance under stress. These efforts produced innovations that transformed military training, including the landmark TrainFire marksmanship program, advances in tank crew and aviation training, and some of the earliest applications of what later became known as instructional systems design. From the beginning, HumRRO researchers have created meaningful and lasting impact by combining scientific rigor with practical application.


Among HumRRO’s most influential and enduring contributions was “Project A,” a landmark U.S. Army Selection and Classification Project conducted in the 1980s and early 1990s that examined the ability of the Armed Services Vocational Aptitude Battery (ASVAB) to predict success across military occupations and evaluated an expanded battery of experimental predictors. It remains one of the most comprehensive studies of human performance prediction ever undertaken. The project validated and enhanced methods for identifying individual capabilities and matching people to occupational requirements—influencing modern assessment practices and contributing substantially to the scientific discourse to this day.
These innovations were never pursued for the sake of innovation alone. They were developed to solve pressing problems and improve outcomes. That commitment to practical applications has remained central to HumRRO’s work.
Expanding Our Reach
Over the next several decades, HumRRO continued its impactful work in the national security community, while expanding into other sectors. Today, we help evaluate and improve educational assessment systems; strengthen client assessment, selection, and promotion systems; and support professional associations and licensing organizations with job analyses, exam development, standard setting, and psychometric expertise—and so much more.
Clients continue to turn to HumRRO for tailored solutions grounded in science, data, and best practices. Part of that value is technical: HumRRO consistently produces solutions that are technically sound, legally defensible, and results-driven. Part of it is mission-based: HumRRO is a nonprofit, which allows us to focus on the best solutions for our clients, using behavioral science for the public good.

As we reflect on HumRRO’s first 75 years, one theme rises above all others: people. The organization’s success has always depended on talented professionals who bring intellectual curiosity, scientific expertise, integrity, and a collaborative spirit to their work.
HumRRO’s culture is built around the belief that great solutions emerge when exceptional people work together. Our teams partner closely with clients, listening carefully, learning deeply, and developing solutions that address real-world needs. That collaborative approach has enabled us to develop long-term relationships and become trusted advisors across a wide range of domains.
As a nonprofit organization, we are particularly proud of our mission-driven environment. Our success is measured not simply by growth, but by the value we create for clients, science, and society. This commitment attracts talented professionals who are passionate about making a meaningful difference through their work.

Our HumRRO team has grown to more than 250 professionals who are recognized experts in their fields, contributing to scientific research, advancing professional practice, and helping clients solve some of their most critical workforce and educational challenges. Our staff and their work have been recognized by the Society of Industrial-Organizational Psychology (SIOP) and the American Psychological Association (APA), among others, as well as published in hundreds of academic journals and invited to speak at high-profile conferences. We currently have 10 SIOP Fellows and four APA Fellows among our ranks.
One of our top priorities is investing in the next generation of researchers and practitioners. Each summer, we welcome master’s- and doctoral-level students into our paid internship program, and we award two Ph.D. candidates annually with HumRRO Fellowships in Industrial-Organizational Psychology and Educational Measurement and Evaluation.

Shaping the Future
The future promises new opportunities but also new challenges. AI, evolving workforce requirements, educational transformation, and changing skill demands will require innovative approaches informed by research and evidence.
Fortunately, innovation has always been part of HumRRO’s DNA. From studying soldier performance in the 1950s to developing advanced assessment and workforce solutions in the 2000s, HumRRO has continually adapted while remaining true to its scientific foundations.

Recent years have demonstrated once again HumRRO’s ability to adapt to changing environments by expanding capabilities in technology and data science. The launch of RRObot—our secure, proprietary AI platform—represents a deliberate investment in staying at the forefront of what applied behavioral science can do. Whether it’s automatically generating test items, establishing validity for AI-enabled scoring, or aligning job vacancy descriptions with established frameworks, the goal is the same as it has always been: better tools for better decisions.
