Program Evaluation, Human Resource Metrics and Return on Investment
HumRRO's Strategic Human Capital Management (SHCM) staff have conducted evaluations for a variety of types of human resource programs. SHCM staff have worked with the U.S. Office of Personnel Management's (OPM's) Human Capital Program to identify and analyze metrics for tracking and evaluating the program's performance on the Office of Management and Budget's Performance Assessment Rating Tool (PART). SHCM staff have also been working with the OPM Human Capital Leadership and Merit System Accountability division to assess, validate, and develop data collection plans for the metrics package in OPM's Human Capital Assessment and Accountability Framework Systems, Standards and Metrics.
Currently, HumRRO is performing an independent evaluation of OPM's Human Capital Program. The evaluation will assess the impact that the program has had on strategic human capital management and other relevant outcomes across the Federal government. HumRRO staff will also be recommending various options to conduct future independent evaluations that meet the PART requirements. SHCM staff have conducted ROI analyses on the use of alternative methods for selecting Navy recruiters, field experiment evaluations of organizational development pilots for the former INS, validation and evaluation of instruments for the U.S. Army's Foreign Language Recruiting Initiative pilot project, evaluation of the Federal Aviation Administration's Core and Executive Compensation plans, and special studies for the Kentucky Instructional Results Information System for the Kentucky Department of Education.
