The Contract for Manpower, Personnel, Leader Development,
and Training Research and Studies (COMPLETRS) is an indefinite quantities
contract (IQC) with the U.S. Army Research Institute for the Behavioral and Social Sciences
(ARI). This 5-year (1 base year and 4 option years) contract began in 2003. The purpose of
the IQC is to provide nonpersonal, short- and medium-term scientific and technical support
services in the solution of problems related to manpower and personnel. HumRRO's primary
responsibility is to administer firm fixed-priced contracts by managing three interrelated
tasks:(a) managing the HumRRO COMPLETRS program in accordance with established operating
procedures; (b) receiving and processing individual Statements of Work from ARI; and
(c) managing, reporting progress on, and documenting completion of delivery orders.
This is the third in a series of 5-year IQCs HumRRO has had with ARI.
