COMPLETRS

The U.S. Army Research Institute for the Behavioral and Social Sciences (ARI) con­tracted with the Human Resources Research Organization (HumRRO) to pro­vide non-per­sonal, short- and medium-term, scien­tific and technical sup­port services in the solution of ARI problems related to manpower and personnel. Projects conducted under COMPLETRS fall into one of the following three programs:

  1. Quick Reaction (QR) Program - Intended to provide ARI respon­sive, short-term re­search or studies and analysis dealing with manpower and personnel is­sues for which ARI in-house capa­bil­ity is not available. QR Pro­gram delivery orders (DOs) are normally expected to be of less than 12 months duration.
  2. Attitude and Opinion Survey (AOS) Program - Intended to give ARI the ability to conduct surveys to provide information for decision-making on manpower, personnel and trailing policy issues. AOS Program delivery orders (DOs) are normally expected to be completed within a 12-month period of the date of the DO or an 18-month period if OMB approval is required.
  3. Medium-Term (MT) Program - Intended to give ARI the ability to conduct a limited number of manpower and personnel research efforts or studies and analyses whose duration would not normally exceed 24 months.
